LLYTHYR TEMPLED ARDDERCHOG Y MUDIAD GORAU I GYMRU . AN EXCELLENT LETTER TEMPLATE COMPOSED BY THE MOVEMENT GORAU I GYMRU.

See below, an excellent template letter that has been composed by the Movement Gorau i Gymru. The letter calls on every County Councillor in Cymru, as well as members of the Cymric Government', to agree to the nine changes in housing policy that is being outlined and proposed by the Movement to deal with the current housing crises in Cymru, and then to ensure that their Councils officially accept and act on these policies as far as they can and to put pressure on the Cymric Government to do likewise. 

You will note that there are bilingual versions of the letter below so, you can choose to send whichever version in needed for your County Councillors and Cymric Government members either via email or by printing out and mailing through the post.

Ysgrifennaf atoch i fynegi fy mhryder mawr ynglŷn â’r sefyllfa dai argyfyngus yng Nghymru. Mae nifer y tai haf yng Nghymru wedi cynyddu’n aruthrol, yn enwedig mewn rhai ardaloedd. O’r holl dai a werthwyd yng Ngwynedd y llynedd, gwerthwyd 40% ohonynt fel tai haf, 36% yw’r ffigwr yn Sir Fôn, 30% yn Abertawe, 29% yn Sir Benfro, 28% yng Nghonwy. Mae hyn yn cael effaith ofnadwy ar brisiau tai yma ac ar allu pobl leol i brynu tai yn eu cymunedau.
Nid yn unig bod tai sy’n bodoli eisoes yn cael eu gwerthu fel tai haf ac yn golygu bod prisiau tai yn codi y tu hwnt i afael bobl leol, ond mae Llywodraeth Cymru a/neu’r cyngor yn caniatáu i dai haf newydd gael eu hadeiladu. Mae ystadau o dai yn cael eu codi yn ardaloedd arfordirol Cymru sydd â phrisiau ymhell y tu hwnt i afael bobl leol ac sy’n anelu’n gwbl agored at y farchnad dai haf. Ac i dynnu blewyn arall o drwyn y bobl leol, mae hen enwau Cymraeg yn cael eu disodli gan enwau di-ddychymyg a di-gyswllt Saesneg.
Mae’r broblem dai haf yn cael effaith andwyol iawn ar y Gymraeg yn ein cymunedau. Yn 2011, roedd 65.4% o boblogaeth Gwynedd yn siarad Cymraeg, 57.2% o boblogaeth Sir Fôn a 43.99% o boblogaeth Sir Gâr, nid oes unrhyw amheuaeth y bydd y ffigyrau hyn wedi dirywio’n sylweddol erbyn y cyfrifiad nesaf yn 2021.
Erfyniaf arnoch i weithredu er mwyn diogelu ein cymunedau drwy gymryd unrhyw gamau sydd o fewn eich pwerau i newid y sefyllfa a phwyso ar Lywodraeth Cymru i wneud yr un peth cyn iddi fod yn rhy hwyr:
  • Codi cyfradd uwch o dreth cyngor ar dai haf;
  • Cymryd camau i rwystro perchnogion tai haf rhag cael eu heithrio o dalu treth y cyngor;
  • Rhoi cap o 5% ar nifer y tai haf a ganiateir mewn unrhyw gymuned;
  • Gwrthod caniatâd i godi tai haf newydd ac addasu adeiladau i’w troi’n dai haf;
  • Caniatáu i bobl leol sy’n eiddo ar dir amaethyddol godi tai ar y tir hwnnw, ar yr amod eu bod yn gallu profi cysylltiad lleol ac wedi bod yn byw yn yr ardal honno ers o leiaf 10 mlynedd.
  • Gwneud mwy o ymdrech i sicrhau bod tai fforddiadwy ar gael i bobl leol i’w rhentu neu eu prynu, i gynnwys deddfu i atal yr arferiad o 'gazympio'.
  • Pwyso ar Lywodraeth Cymru i ddeddfu er mwyn rhwystro perchnogion tai rhag newid enwau Cymraeg lleol neu roi enwau Saesneg ar dai newydd;
  • Pwyso ar Lywodraeth Cymru i gyfyngu’r cynllun Cymorth i Brynu i bobl sydd yn byw yn yr ardal leol ers o leiaf 10 mlynedd;
  • Pwyso ar Lywodraeth Cymru i ddarbwyllo’r Arolygaeth Gynllunio i ystyried materion ieithyddol cyn diystyru penderfyniadau cynllunio a wnaed gan gynghorau lleol ac ar apêl.
Os na chaiff rhywbeth ei wneud ar fyrder, bydd y cymunedau traddodiadol Cymraeg a Chymreig yn diflannu am byth a byddwn yn colli ein pobl ifanc, ein hiaith, ein diwylliant a’n dyfodol.

I am writing to express my deep concern regarding the housing crisis in Wales. The number of holiday homes has risen exponentially, particularly in certain areas. Of all the houses sold in Gwynedd over the past year, 40% were sold as second homes. The figure for Anglesey is 36%, for Swansea 30%, Pembrokeshire 29% and in Conwy 28%. Following the covid19 crisis these figures may well be even higher next year as the housing market reports massive sales and enquiries from outside Wales.
It isn't only existing housing stock which is being marketed and sold as holiday homes & thus being pushed well out of the reach of local people, but either the Welsh Government and/ or councils are permitting the building of brand new houses to be sold as holiday homes. Housing developments have been built in coastal areas of Wales this year which are priced well out of the budgets of most local families and are being openly marketed specifically as holiday homes. To add insult to injury for local people, traditional Welsh house names are being replaced by unimaginative English names which bear no connection to the area.
The holiday home issue is also having a detrimental effect on the Welsh language in our communities. In 2011, 65.4% of the population of Gwynedd, 57.2% of the population of Anglesey and 43.99 of the population of Carmarthenshire – there is no doubt that figure will have significantly fallen by the time of the next census in 2021.
I call upon you to act as a matter of urgency to protect our communities and to take whatever steps are within your powers to change this situation, and to press the Welsh Government to do the same before it really is too late:
  • Increase the council tax on holiday homes.
  • Take steps required to close all loopholes which enable holiday home owners to be exempted from paying council tax.
  • Introduce a 5% cap on the number of holiday homes allowed in any one community.
  • Refuse planning permission for new-build holiday homes, as well as for buildings to be adapted for use as holiday homes.
  • Permit local owners of agricultural land, to build homes for their families on that land (provided they can prove a local familial connection and that they have lived there for a minimum of 10 years).
  • Improve efforts to ensure that truly affordable homes are available to local people to rent or to buy, including legislating to prevent the practise of 'gazumping'.
  • Press upon the Welsh Government to legislate to prevent home owners changing Welsh house names to English, or applying English names to new houses.
  • Press upon the Welsh Government to limit the 'Help to Buy' scheme to people who have lived in the locality for at least 10 years.
  • Press upon the Welsh Government to direct that any planning decisions (locally or at appeal stage) should take due regard to protect the Welsh Language before reaching those decisions.
If no action is taken as a matter of urgency, the traditional communities of Wales will disappear for ever, we will lose our young people from the area, our language and sense of identity, and our future.

Gyrrwch gopi o lythyr a canllawiau am newidiadau polisiau tai at bob un Cynghorydd Sir yn eich Sir a 'mynnwch' eu bod yn cefnogi'r canllawiau ac yn sicrhau bod eu Cyngor yn mabwysiadu ac yn gweithredu'r polisiau cyn belled ac y mae hynny o fewn eu gallu, ac yna, eu bod yn pwyso ar Lywodraeth Cymru i wneud yr un peth.  Pwyswch ar bob un ohonynt, petaent yn methu a cyflawni hyn yna, bydd yna chwilota yn cymryd lle am ymgeiswyr i sefyll yn eu herbyn yn yr etholiadau lleol nesaf. 

 Gyrrwch gopi o'r llythyr a chanllawiau at eich Aelod o Lywodraeth Cymru yn 'mynnu' yr un peth a gwnewch yn glir iddyn nhw hefyd, os na fydda nhw yn llwyddo i sicrhau bod Llywodraeth Cymru yn newid eu polisiau tai, fel a argymhellwyd gan Gorau i Gymru, byddem yn galw am DDIM PLEIDLAIS yn yr etholiad nesaf.

DEWCH I NI DDANGOS I'R GWLEIDYDDION SY'N CAEL TÂL HAEL I WARCHOD BUDDIANNAU CYMRU A'R CYMRY I NI FOD O DDIFRIF! MAE DYFODOL A PHARÂD CYMRU YN Y FANTOL! 
There is no doubt in anyone's mind that the housing issue in Cymru has reached a 'crises' like never witnessed before. Our nation is being sold 'wholesale' and current Cymric Government legislation and unfair housing policies are allowing this to happen as outlined by Gorau i Gymru in the letter template. If drastic action is not taken now then, we are all guilty of sitting back and colluding in the demise of our nation and the uniqueness of all it stands for. If you love Cymru, you do not want to sit back and watch her die so, let's each and every one of us unite to make a determined stand - as follows:

Send a copy of the Gorau i Gymru letter and policy change proposals to every County Councilor in your County and demand that they support the proposals and ensure that their Councils adopt and act on them where possible and to press on the Cymric Government to do likewise.  Press on each and every one of them that if they fail to deliver on this then, candidates will be sought to stand against them in the next Local authority elections.
Send a copy of the Gorau i Gymru letter to your Cymric Government member stating the same and make it clear to them that if they fail to get the Cymric Government to change their housing polices as suggested by Gorau i Gymru then, we will be calling for a NO VOTE in the next Cymric Government elections.
LET'S GET SERIOUS WITH THESE WELL PAID POLITICIANS, THE CONTINUANCE OF OUR NATION IS AT STAKE!
